Page titles and Page URLs

It doesn't matter If the title & URL are different text. I would still keep both the page title & URL relevant to text that's on the webpage you're trying to rank.

Your title is much more important.

The best practice for a url, is to make it so the visitor knows
what it's about.

domain.com/xyz.html is meaningless for a page that should
be domain.com/red-balls.html, visitor-wise.

Neither really matters in 2015 for SEO.

What benefit (or penalty) could there possibly be to
two things that really are unrelated as far as data, programming,
and the internet?

This is not necessary to apply same words on both url and title. There are lots of websites that have different words on title and URL and websites are existing on search engine.

it's not necessary to have page title same as url structures. page title must be relevant to the page content.

It does not mater if your Page Title and URL is the same.. but i suggest that every time choose unique title of your post and use your keywords in title and url as well...

From SEO point of view, title tag is the most important part. That's why, it will be a wise decision if you include your keywords in page title. For example: "Getting Started on.......... ". You can also try some other formats. For example, Want to Make Money Online? Start it from here etc. (Add your keywords within the question part). The primary object is to have keywords within the title.

Having keywords in URL mostly help in social shares, It gives visitors some idea about the page topic. It also has little SEO effect.

At last having different URL and Title tag has no SEO issue.

Keyword in URL is a good strategy though, but i would suggest for the page like "Getting Started" (if it is saas website) having a keyword in URL might not fetch from user perspective.

If you are writing an article/blog for any website like - "getting started with moz website", then you can have keyword in URL. This would make sense.

Most times I am using the same title and keywords in the URL (you can't expect the visitor to be happy to read SEO tutorials with a link: computer-software.html (just an example)!
