Your first question is both very open-ended, and very hard to answer. There's not really any one-size fits all answers to that. Depends on your site, situation, resources, niche and so forth. If you're running a "real" business I'd check your list of partners and contacts. If it's just another generic site you probably need to artificially build or buy links.

You could start by getting to know a backlink checker. I like Majestic, it's fairly inexpensive and the metrics are good enough. Their "topical ranking" can be totally bogus, tho. Take a peek of your site and a bunch of others, and see what kind of links Majestic (or your checker of choice) gravitates towards the top of the list.

However, this is just the first step. There's more to this than that. AFAIK none of the backlink checkers checks on the number of links on the page (ie. how diluted the "Google juice" gets). But this would be the place I'd start from.

If you need to quickly evaluate lot of links I'd suggest Moz's toolbar.

Honestly whenever going for backlinks go for organic ones that just happen. You can use paid ones, but most of the time they don't stay up forever and some of them are low quality, which kills SEO!!

So I'd reccomend try becoming a powerhouse go to guy in your niche.

Grow your email list by directing traffic to a squeeze page then start building some social media pages and keep giving them valuable content and once you have those to built you can then promote your site.

The first 2 steps will create an community and then you bring that community to your site.

When that happens you'll launch a successful site and you can post "share" buttons on your site and some people will just link to you organically because they like your content and every time someone shares that also builds links!
