Backlinking and Adsense affiliates for my site. Help me earn 2$ a day :)

Hello All,
Because it's my first post here I would like to say hello to all of you and introduce a litte. I'm a programmer rather than a webmaster and I'm starting a new website for stock holders. It will not be a blog, rather a info website with some features of community sites.
Because it's new site and I'm not a SEO etc nor I have enought time to do it I'm thinking about outsurcing the backlinking and promotion to people. This will work as follows:
1. User registers on site and pastes own Adsense codes
2. I will verify >1
3. User makes promotion using modified URL to site
4. Users Ads are published in propotion
4a. First month 90% of visits
4b. 2nd 50% of visits
4c. Aterwards 30% of visits
5. User ads are even show to refered visitor if they come back to site
I also thought about refering users so the Adsense could be modifed. If you encourage a next SEO you will receive 30% of his ad shows, or smth like this - I need to count it carrefuly.
And the question is:
What do you think about such program? Is it legal with Adsense? What are the stong and weak points? Would you like to join such program?
