    But they don't use human guinea pigs, rats, or mice.

    They have professionals doing it.

    If they so choose, they have the entire planet that uses google...
    not a lousy 1500.

  • They are called search engine evaluators and they need not be professional SEOs.
    Companies like lionbridge leapforce etc are the vendors who do it on behalf of google.
    Once you sign up as evaluators for these companies they give you some material to read and then you need to clear an online exam before you can start working as evaluators.They provide you certain keywords and links which you need to evaluate based on the quality guidelines given by google.
    If possible try to read the manual rating guidelines given by google to the evaluators.It is a 157 page pdf which has a lot of information on how google actually looks at webpages and determines the quality of a page.

    Some tips from seo expert suggested that having owner pic or campany premise pic and location mostly lead to positive result when the site is in google hot chair.
  • Some niches especially those flooded with spam sites eg Payday loans and Garcinia Google uses manual reviewers. I heard they are Indian guys, not sure though.
