Any paid guest posting networks?

Does anyone know any well managed guest posting networks? The keyword is "well managed", because we don't want spammy posts and links with anchor text being accepted, all over the place - Eventually such a network will get penalized by Google.
And I don't mean those very spammy "guest post" sites on Fiverr, where people throw up dropped domains and accept all kinds of spam. Those sites are a ticking time bomb. It's ridiculous in the Penguin age for people to continue submitting articles with anchor text links and these sites are chock FULL of them. When the next Penguin hits, there will be plenty of weeping and gnashing of teeth
Anyway, I have tried pitching for guest posts and I realize this is mission impossible. Not even a reply or anything to indicate that all these sites which supposedly accept guest posts will even accept, let alone review your article. They don't even reply to any inquiries whatsoever. Unless you already have a relationship with any of these sites, it's a complete waste of time...
Thus, I am looking at those "managed" ones which even might accept payments....at least they don't play dead and you don't waste your time and energy pitching/begging all over the place.
Guest posting is not dead, but it needs to be done right and sparingly, as part of a balanced link building campaign and to get more exposure.
