    You do not. You need pages that do not have the nofollow tag that have some links.

    The .edu and .gov pages you're going to put your spam on have little or no juice to pass. In addition, most will have a lot of spammers already linking to their sites.

    Which means that the little juice those pages might have had is not split between dozens, if not hundreds of links.

    .edu and .gov pages don't have instant extra juice... They're from some student/gov worker's blog... The ones that do have juice to pass aren't going to give you a link.

    Really, hud.gov is not giving you a link; nor is uchicago.edu... Think it through, why would they?
