Keywords not moved from his possition

Hello,
I am seo executive and from last year i am working with one of the health related website who can promote there hair related information on UAE regeon specially for Dubai. But this website keywords can not move from his position, today there are almost 10 months are completed for my work on this website, in this 10 months i am changing 3 times onpage and set the sitemap also, from webmaster i am fetching many time this site..The traffic of this site is wast (more), it can daily catch by google..but i dont know why are the my keywords are not improve his position,,, please please suggest me any idea...
