    • e.g. for getting 10 long tail key words on page one, how much is reasonable?

  • You need to define "expert" here. What kind of service you are looking for? Also duration of your work is an issue here. An expert could accept your job offer despite the amount of money. But your budget needs to be certain.

    • For a completely customized service that offers variety and high quality links as well as full on page audits and back link audits to prevent against and clear up any penguin and panda issues, this is not absurd....

Now if you are talking about a one size fits all approach to every project, that builds junk links and does not address anything else, that's a different story...

  • Well, usually SEOs do not work full time on any one website no matter how much they bill for their work. What you're describing is the normal scenario.

How much? I'd say the prices start from less than $100, and the sky is the limit.

Obviously it's hard to find inexpensive but good SEO service. I'd ask a SEO what they think of your site, what kind of problems they see, and what they're going to do about it. Ask about on-page problems, and also about their opinion about your backlinks. Ask what kind of reports they provide. If you do not understand something ask them to explain. You may still not fully understand, but this is good way to learn about them and their practices.

In my opinion any IT pro should be able to explain their stuff on general level to a reasonably receptive and intelligent person who can operate a computer. If they can't they just might be a pain to work with.
