    It is showing your average position.

    If you had two impressions and one time you were at number 7 and the other time you were at number 8, the average position would be 7.5

    Those WMT decimal places are actually handy, they tell you how strong your ranked page is for the SERP position.

    Example: 1.2 is a stronger position 1 than a 1.9 which is rarely landing at position 1, it's a strong position 2 at best. So, in this example a 1.2 ranked page rarely bounces on the SERPs.
