Silo or Combined?

For SEO purposes, which is be better?

1. A site structure with a silo for X, Y, and Z and each having 5 supporting pages:
domain/x/who; domain/x/what; domain/x/when; domain/x/where; domain/x/why
domain/y/who; domain/y/what; domain/y/when; domain/y/where; domain/y/why
domain/z/who; domain/z/what; domain/z/when; domain/z/where; domain/z/why

While each page has 200 to 250 words, the content is unique and different for each page. The h1 tag would be the who, what, when, where, why relevant for the specific page. Backlinks would be built to the silo main page (X, Y, and Z) as opposed to being built to each supporting page.

OR

2. A site structure with 3 pages of content (plus about, contact, etc.). One page each for X, Y, and Z:
domain/x; domain/y; domain/z

Each page has 5 sections: one section each for who, what, when, where, and why. The word count is between 1,000 and 1,250. The h1 tag would be the applicable x, y, or z and the h2 tags would be the applicable who, what when, where, why. Backlinks would be built to each page (X, Y, and Z).

Bottom line is that the content is the same in both layouts. The only difference is the layout itself. Silo vs Combined. Which is better for SEO?

    I'd pick the first one because it's easier to dedicate a single main keyword per each webpage.
  • Agree with @yukon, the first options seems good as you will have more freedom to target each keyword per page.

      I am not trying to beat a dead horse, but I am trying to understand if the layout makes a difference and, if it does make a difference, why. I agree that in either layout I can add fluff to make the content longer, but the longer content really does not add any informative value.

      With the content being the same in both layouts, do the pages for X, Y, and Z have the same chance for ranking in both layouts or is the chance for ranking better under layout 1 or layout 2?
