Webmaster tool Avg Search position Query

Dear Warriors,

I am pretty much confused with google webmasters search analytic, it shows one of my keyword in avg 3 position, but when i search using keyword position finder, it shows nothing means my keyword is not ranking in google search, can someone explain me, i tried on google search, but no relevant answers..

here is what i mean.

    When looking in "Search Queries" in Webmaster tools there is a column for "Average Position" and "CTR". If I search for particular keywords/phrases using Google, there is no relation to the results I receive and what the report shows as my average position or CTR.

    For example, if I search "st croix" or "st. croix" my website no longer comes up in the top 500 of results, however, webmaster tools shows my average position for those search terms as 10 and 11 respectively. It also shows less than 10 for a CTR. In fact, except for the top 5 search queries, every other search term has a less than 10 CTR. I can't see how this is possible for a website that has been online for almost 10 years, has tons of great, original content, and has plenty of good incoming links.

    The same is recently true of many of my targeted keywords and phrases. What is even more strange, this is only true when searching using Google in the U.S. If I search using Google for any other country in the world, my search results are fine. The website also does fine on all the other major search engines.
