I got some backlinks from non-English .edu and .gov sites. I know .edu and .gov backlinks are much more powerful than average backlinks. Fact is, my site is in English language and I got these backlinks from non-English sites mostly from Russian, Chinese and Korean.

Are these backlinks going to help or harm my site?

Thanks in Advance

They are NOT much more powerful than any other link. Whoever told you that, is either clueless or blatantly lied to you.

Many SEO experts said so because these links are hard to get and hold high authority power.

Many SEO experts are, therefore, clueless.

They do not hold high authority power.

A PR of 6 on a .edu page has the same power as a PR of 6 on a .com page.

The authority of the homepage is not relevant to the link you get from your .edu site unless the link is coming from the homepage or the homepage links to the page your link is coming from.

No SEO expert is saying that. Care to show us the expert(s) that are saying that?
A lot a wannbe SEO's; kiddie SEO's; pretend SEO's; and "SEO's" from India like to claim that, but I yet to see any real SEO expert say it.

There is no non-English .edu or .gov sites. Sure, they may have
some translations in Spanish or something.

I think you are mixing up a true .edu or .gov with
a site outside the United States. Those are not the .edu
or .gov sites that people mean. Completely worthless.

.edu or .gov pages are qualified on their own merits as any
other page. There's no magic in the ending.

I often wonder why nobody EVER mentions .us in this
conversation. Government, school, etc. websites used to use that,
and many still do. Yet nobody ever talks about how
a .us is sooooooooooooo much more powerful.

That alone would be proof to these people that the extension
    is not the deciding factor.

I wonder If there will ever be a day when people understand the exact followed backlink profile for the backlink page/URL is what matters, everything else is useless (ex: TLD, domain age, DA, PA, etc...).
