    • Yes, you can optimize. On page and off page works both up to you. If you want to optimize millions of pages and if you have time, patience, and resources to do that, why not give it a try.
    • As others pointed out, yes you have. Site structure is the key. You need to identify the most important pieces of content, and come up with a structure helps you to organize the pages and channel the juice to as many pages as you can.

      This site is totally hypothetical to us, and probably to you too. You can't get a better reply than "site structure" for this kind of question.
