Using a EMD and a branded domain together

I've recently purchased 2 domains: an exact match domain (e.g. widgetsflorida.com) as well as a branded domain (e.g. thewidgetshop.com).
If I was wanting to target keyword phrases based around 'widgets florida' (which would be the main term), is there a good strategy in terms of building up both domains with content and then providing some backlinks from the EMD to the branded domain. Alternatively is it better to build up the EMD so that it ranks easier and then have a call to action which links to the branded site?
I'm just trying to work out what it going to be the best long term solution. I definitely want to use the branded domain but it would be nice if the EMD can help out because I have it already.
Also if I build up both of the domains with content and link one to the other, will there be any issue if both are in my Google webmaster tools account in terms of being penalized?
