PA has nothing to do with rankings or the quality of those links.

Directory links are not necessarily bad. It depends entirely on the directories used.

So how can you tell if a directory is bad or good given that its page authority is 1 ?

Again, Page Authority as rated by Moz does not matter.

Is the directory relevant? Is it paid or free? Is it moderated or is there just a ton of junk in the directory?

That is what I would be looking at.

Sorry, but I am not about to spend the time evaluating 104 directories for free.

Sorry. I should not have assumed that.

For one off jobs like this I charge $150 an hour for my time. To evaluate that many directories would probably take a good 3-4 hours.

sorry to say but most directories that are free is usually just spammed to death with junk and have no link value. Paid directories on the other hand could prove most useful.

I've turned down submitting to directories for a long time now.
I don't think that it is still an effective link building strategy.
As for your questions, yes, you are most likely to outrank your competitor if and only if you aim for building links based on quality and relevancy.

That's something you can't know. There's just not enough information here.

OP, did you try one of the other backlink checkers such as Ahrefs or Majestic? I would not trust their numbers blindly, but it's easy to see competitor's backlinks that those services see as being relatively strong.

Directories are great! (If they are done correctly and optimized) I've been able to take over 6 of the 10 spots on Google with directory listings. The key is not just blasting stuff to a bunch of directories, but to actually take the time to optimize each listing completely which takes time.
