I saw that GSA SER was used for several years ago.

Today, Is it safe to use for building Tier 2 or Tier 3 link building?
Are there anyone still use it?

Thanks

Yes! If not GSA SER will be closed down, it surely works. Updates are going on too. If it don't work there will be threads everywhere on GSA SER.

I was stumbled upon for RankCipher, I am in their private beta. They have way more features than GSA SER have got.
It still works, avoid platform like K2 all those, it still work I can prove it!

Well, you posted on a Friday, but today is Saturday, so no you can't use GSA on the weekend. Monday through Friday only. No holidays either. And 2 weeks off during January for the annual ski trip. Oh and sick days. Got it?

If you're going to use, do so with care and only send your links to sites you have control over. That way if you end up with a bad link on your tier1 because of you activities on t2 & t3 you can just divert the link or remove it altogether.
