I would seem logical to me that using websites templates insteading doing html/css design from scratch would have a disadvantage from an SEO perspective. Obviously the text and images would differ from site to site and Google would see the difference but wouldn't the fact that the underlying html/css framework is identical to other site on the web potentially be a negative signal? It would seem to me a lot of the lower-cost web developers would re-use the same site designs for multiple clients and just change colors, images, text but retaing the layout.
