PBN - the way to go?

Hi all,
I have a website with very strong high quality unique content (German website). Domain is a few years old and once ranked pretty good. But then it dropped in Google because many backlinks were deleted (mostly from bookmarking sites).

My competitor is using shady PBN backlinks and beats all of the other websites (event those with a google-friendly link profile). Here is an example of such a PBN site my competition gets link juice from:

I think about doing the same as it seems to work. I know there is a risk of being penlized for it. But my competitor's website is ranking for a very long time yet. Even if the website of my competitor get's banned at anytime ... he already made lots of money with it and just will build a new one.

So what would you recommend me to increase my own website's ranking? Going for PBN links? If so, where can I find a good, reputable service for some very nice rankings?

    i suggest go with pbn's but start slowly like couple a links a week and see what happens
