How to sell internationally through SEO with small budget?

Hi guys,
I have a website in ".com" that is doing well in my own country. But how do I expand internationally through SEO with small budget? I have read some suggestions that i should create country specific domain but that is alot of work, is that really necessary for SEO for targeting countries beyond my own? Also there seem to be lots of restrictions and difficulties to create country specific domain since most require a registered company there, etc.
