        Website speed is a factor.

        If the site takes to long to load your visitors will most likely leave and never return.

    You should learn a bit before making a fool of yourself. I'm trying not to be too harsh here, but if you actually knew something about HTML, SEO and the other techniques you'd realize that this is a silly question.

    The website in your browser is always a pile of HTML. You can code garbage in any language.

    This "suggestion" doesn't make sense either. Which PHP CMS? You do realize that there's a crap ton of these systems, right? There's sites that list more than hundred, and those are the sort of mainstream-ish ones.
