Google Adword Keyword Planner Tool confusion

Hello all,

I have a little confusion about keyword planner tool. I can't find Tools option when I login in my adword account and it directly display 2nd step of adword add campaign. I have attached my screenshot.
I could not go back in add campaign.
Anyone can tell me, why this happen?

Try to use different gmail id and see if you got same result.

You can find it in roughly one out of every 5 accounts. So try a different account.

It Certainly happens but when you login with a new account, google keyword planner starts hrom the beginning .. so try a new email is the only option available for you..
