    I think you need to message the owner of the site before using their images, plus give them a link back as a source. Better to be safe than sorry

    If you are outside the US, who cares?

    Celebrity photos are very difficult to
    fall under fair use. They are a brand
    and most states have laws that
    protect this.

    There is a big difference in fair use
    when it comes to a photo of a dog
    on a beach or Justin Bieber on a beach.

    Try and find some on wikipedia.These
    are mostly under creative commons,
    and you can use them with an attirbute.

    Example, here is on of The Bieber, and
    it even tells how to use it:

    You can search for more celebrities on that page.
    They have quite a lot.

    Ok i dont know about celebrity pictures butThere Hundreds of site offering free images . I personally found 10 sites that provides great quality photos for free .
    And you know what you can actually use google images in a legal way .
