SEO niche: local trades people

First post on the forum so hello everyone.
Just setting up an SEO website and trying to find a viable niche. I was thinking of creating a website targeted at local trades people, like roofers, plumbers and electricians ect.
My plan so far is to basically google search a few terms that such as "Birmingham roofers, Birmingham fix roof, Birmingham emergency roofers" and look for websites that are ranking on the 2nd or 3rd page of google. Once I have a few prospective clients, I can do some preliminary research and then cold call them and try and get their business.
Using google adwords, I've seen there are about 500 search for the terms for roofers alone.
My questions is: Can I leverage a decent percentage of those 500 searches a month to actually make it worth while for a local roofer in the area? I was going to apply this to all trades but need to see if it's worthwhile first.
Hope I explained that well enough and I'd be interested to know any other insights you might have regarding this and the overall business plan.
