Do keyword research.

Select a keyword that gets 500-2000 monthly searches.

Analyze the first page of your keyword's competition to make sure it's feasible to rank for.

On-Site Optimization

Put keyword in title tag, header 1 tag, meta description, image alt text, write unique content and sprinkle the keyword once or twice, have a pretty page and pretty navigation.

Go to SEOBook to analyze your keyword density. Make it around ~3%.

Make a blog post once or twice a week.

Off-Site Optimization

Use Scrapebox or GSA SER to find auto-approve blogs. Visit each harvested URL to see if the blog has posts with less than 100 comments and if it's really auto-approve.

Build backlinks but diversify your anchor text. No single optimized anchor text should be more than 30% of your total backlinks. The more domains the better.

Keep building backlinks and wait.

And that's pretty much SEO in a nutshell. There's obviously a lot more involved than this, but you get the gist.

    I don't do it... I'm just saying it works in the short term. And all the posts I've been reading lately need some type of answer...

      I don't do it either.

      Several years ago, I set up a Google alerts and looked at new posts. When I could, I left a pertinent comment with a link to my site. Never posted crap like "nice post:" or "you present interesting points" etc. My comments were legitimate comments. Best I could tell, it NEVER helped with ranking my site and I don't think that I got any traffic either. So, I disagree with your title - No, It Doesn't Work.
