I Want to Push my PMD Up Safely, How Do I Do it?

I currently have a PMD that I want to push up further but I want to keep it very clean and as safe as possible from future SERP updates and manual penalties.
Imagine the site is called BestNaturalCatFood.com
I rank #4 for natural cat food, and #3 for cat food.
I want to push this thing to the top by sending it some strong whiter-hat links, but I do not want to use keywords.
Can I push the site up using just the url as the anchor?
I assume i can, but I've heard mixed things. Some people say keywords are necessary but I feel since the keywords are in the URL that it will be able to rise.
Perhaps not as effectively as keywords, but.. safer, right?
