Ranking project pages for one business, multiple cities

I have a website wherein there is a Projects section leading the visitor to individual services. The value of these pages is that they each describe the benefit, features and process of each of these services.

Where I'm confused is—this business has locations in a couple different cities. I need to rank each of the services per city, but also maintain high-level brand/service content that is city agnostic.

Anyone have any thoughts around how to approach this issue?

Lastly, are there examples I can see?

    Create a page for every city, rank that page, link from that page to your main pages, using city name in anchor text. Build backlinks with city name in anchor text.

    Upload images that are called Chicago, Phoenix, etc. Use city name in alt text.
