    I think it depends on the job description.
    For me IT is more on computers software and hardware, more like a support for technical issues of a computer/device. While web design, web developer and SEO are also different from each other.

    Even web designers have trouble grasping the basic concepts(not because the concepts are hard it's just that they didn't research them).

    Some things are not even entirely related to SEO.

    Webdesigner: Hey I redesigned the website.
    SEO Guy: Cool, but where are the old sub pages?
    Webdesigner: Well we have brand new URLs for sub pages. What you expected me redirect the old ones to the new ones? Or keep the old URLs?
