        No, it's not. They don't own the pages they rank. Tumblr can change the rules and they lose all their effort.

        Hosting is a small amount of money. If they're a business for reals, the cost is not an impediment. The possible loss of effort on Tumblr should be.

        Whenever I do a google search for anything, and I search a lot, I hardly, if ever, see tumbler in the top spots, or any other free article dump site for that matter

    It is just as easy/difficult to rank a brand new domain as it is to rank a new Tumblr page, so why in the world do it on Tumblr instead of something that the business actually owns?

    A new domain and hosting is only going to cost about $50 per year, so the cost is negligible. If a small business cannot afford $50 per year, they should never have opened their doors in the first place.
