Frankly I wouldn't ask such a question on an open forum. You are going to get a lot of suggestions probably none of them that are any good. Whats your level of experience with SEO? One of the great pitfalls in hiring a SEO is that

    A) Anyone can claim to be a SEO expert or say someone who they claim to know is one and
    B) Unless you have a half solid knowledge of SEO you can't really tell who REALLY is a good SEO

As Mike said, you want a good combination of technology and content writing and seo analysis, equally split between the three is a good start. Most of the tools are a bit flaky, so it depends how advanced the end client is, are they business focused or automation focused. If you want to rank next to Net-A-Porter you will be charged $200-300/hr, because that's the level of experience you need to rank up there with them! If you only want to rank against an average small site then it's more like $60/hr, anyone who says they will rank you up with Amazon and doesn't charge $600/hr is lying, because that's the price that puts their knowledge on the same level.

I would go with an Agency - a reputable one - or at the very least someone who can show you proven, historical results.

If they lead with "I can build such and such backlinks" hang up immediately. That is only part of the puzzle (The last part really).

I've had great success white-labeling Textlinkbrokers in the past, so you could certainly try hitting them up for a consultation.

    Ie:http://www.textlinkbrokers.com/

Look around. If you can find it, buy into a results driven service. I know several agencys charge to open an account, and then monthly fees based on results.

Dont get locked into a contract where your paying for the *hope* of results.

    Regards,

    What's the niche?

It's not just about the SERP competition, example, building links for a porn or gambling site is a lot more work ($$) than a site targeting insurance or education.

Assumes you want the links to stick.

My personal view is that you individually hire content writers, on-page seo doer's, web-designing experts etc on your own rather on solely hiring and depending on one SEO agency. It may sound like that you will have to do a mountain sized work but its totally worth it. In this way you will understand how things in this field happens and if you are not satisfied by the outcome then you will have atleast the experience to hire them.

The truth of this is what do you consider a large budget, we run many successful SEO campaigns and what you think is large may not be that large. The large budget may not be larger than the competition, so understand if it's not... good luck with getting those results. When thinking of the budget keep in mind the kind of SEO company you want. You don't want a huge well known company because they over price you because of the huge staff and unnecessary things they need to charge for. I see this mistake all the time, get a company that works for you, not what you think is the best or most heard of agency. Do you think an SEO agency with companies like Disney or IBM as clients will treat your budget the same as the top companies of the world? Let me know if you have questions, don't make that mistake.
