Invest your time and money to find forum, profile, or bookmarking sites that allow dofollow backlinks. Don't spam sites that disallow backlinks, because it is wasting time.

You are operating a Government-related site, so essence you're promoting the Government. And did you know that the Government gives out free grants to many businesses when their business aspects are aligned with theirs? - which largely has to do with providing community services - which your site clearly does: Jobs/Employment/Careers!

Just the sheer niche that you're in makes it a perfect reason to get backlinks and support from any plenty of Gov sites and offices such as workforce programs in your area and beyond.

People need this information, especially in this economy. And who knows, maybe you can even get free grant from the Government to promote your site and all activities connected to it e.g. seminars, webinars, job fairs, etc. Better check into this ~ Quick!

Look for webmaster and ask for a link in exchange of some denominations. Now pick only the webmasters whose backlinks are good and have good amount of daily traffic that will help you in ranking and will be considered as high quality backlinks.

This is my SEO plan:
1. Optimize website
2. Hire good writer write a good press release and hire someone submit it to press release site.
3. Bookmark homepage and posts at good bookmarking site.
4. Create a video (you can hire someone do it), after that submit it to Youtube. Youtube is biggest web 2.0 site and good search engine. You can submit the same video to others video site as Vimeo, Dailymotion for backlinks also.
5. Guest post at authority site. If you outsource it, you need at least 2 guys: 1 writer and 1 assistant for blogger outreach.

Do step 3 to step 5 weekly, you will see the increase ranking of your website.
