Yes. I can do SEO for it. But is it very hard than start new site?
Start writing new articles or edit old one?

  You have to at least try to rank pages otherwise none of this makes sense.
  
  Go rank a page right now for the easiest no competition niche keyword you can find. When it ranks, work backwards towards tougher keywords, repeat, repeat, repeat...

Yes, you can rank your site again. You need to optimize your site for your targeted keywords. Once you have all of the on page optimization set up, start building backlinks to your website. Get social signals, make your website mobile friendly, etc.

Good for you since you already have a site. Most people out there would want one and they have no idea how to buy a domain and subscribe to a hosting. You blog actually looks decent. You said you haven't updated in awhile. You might want to check out some new themes out there, you know, just to get back on track against you competitors. Try to get your site re-indexed by Google. You can submit your site to the Google webmaster tool in case you haven't done it yet. And then implement on-page and off-page SEO to get your site back on track.

Yes definitely you can achieve keyword rank again for your website, You just need to upadate ON page, contents of your website then start working in OFF Page SEO.

Use SEMRush to find what keywords you are currently ranking for then do SEO to target them.

Optimize your articles better for those keywords and then rinse and repeat as the months go by.

A website that is idle for 2 years will obviously dropped its rankings because of poor performance in the web. The site can still regain its position but it will take time. Analysis, site structures, source codes, design, content updates, etc.

Just ran your site through crawlers. My advice is that you first focus on your site's optimization errors as there are too many if you want Google take you seriously). I'll try to systematize this for you. Start with high-priority ones and all the way to low-priority:

Start with loadspeed issues, then mend your alt tags, then proceed onto redirects, and HTTP status code.
Add new content and try to rank for low competitors long tails. Do linkbuilding. There's really not much more to add.
