Does hreflang actual work and generate local traffic?

Last year I changed the structure of my websites from local domains e.g example.de - Ankndigung Ausstellung Oktoberfest Mnchen to www.example.com/de
This was done to centrally control the sites and try improve domain authority.
I've noticed a small drop in local traffic over the last few months and noticed some sites are showing English content instead of German etc.
I'm wondering if it will make a difference if I introduce hreflang. Have you seen any traffic improvement since adding it?
