What gives more internal link juice?

If I want to push two pages on my site in particular and if my second and tertiary pages can go under any category with a few tweaks... would it pass more link juice internally for a page to be a sub-menu item of that page or to be on the same menu level on its own and have an in-text link back. Any definitive answer here?

      What purpose could it possibly serve in 2017, years after PageRank was no longer public?

    The PR depends upon the webpage itself and not where it is located. i.e. When PR is passed it depends upon what the PR of the passing page is. Also the internal links makes the navigation easy for your visitors as well as web crawlers.
