Something that I never get it right for the search results from the Google Keyword Tool.

For those keywords that have " Not Enough Data " usually accompanied by the Advertiser Competition Box that have average to high volume of competitors...Is those kind of keywords actually worth to bid?

Another question would be about the converting keyword...

Does "How To ..." keyword (e.g. How to build a house") usually depicted that the searcher who actually have the high chances to buy the products..or maybe not?

and which type of keywords that show more that the searcher is at the edge of buying mode?

For example :
" How to build a house" Vs "How to build your own house"?

I know there is no correct answer...after all, everything need to be test in the online marketing..but at least there should have some kind of basic thumb rule or experience to indicate which convert better in theory.

Agreed, the answer is TEST TEST TEST. It sounds like the keywords you found are low traffic but low competition. On a limited budget those might be good places to start and see what happens. You might not get enough traffic, but you never know

As for the conversion type keywords. It's always better to think about what the buyer is going to be searching than what you want to be bidding on. I would say trying to think of keywords a searcher is going to be typing will increase your conversion rate. But again, the only way to find out is TEST TEST TEST.

You're on the right track though

Totally agree test test test and then weed out the duff keywords. A keyword tracking software is also handy.
