Any advice on seo for local business?

My friend is trying to get his website above two competitors for search phrase "computer repair Fort Worth"

His two competitors are:

Ranked #1
Ranked #3

His site, Ranked #8

Any advice on what he should do differently?

If you check the two competitors, the first doesn't even have a blog and is old of date and the second site blog hasn't been updated since June. I find it so old how Google ranks a old site that hasn't been touched.

    Why would Google care if their blogs or updated or not? Or even if they have a blog?

    Neither one of those are ranking factors. You could never update a site and outrank all of your competitors.

    For local rankings, you need to build citations and make sure the site has a Google My Business page.

    submit listing on your local business listings sites. try to update blog every week if possible. and don't forget to do social media.

    Well, competitors might have good backlink profiles which can be one of the reasons why your friend gets over ranked.
    The steps are actually quite well know: as it is rightly mentioned they need to claim Google My Business page. Local reviews are of great value as well (Google first, but there is Yelp for ex. as well along with other local directories)
    It is also incredibly important to get links from local websites rather than high PR ones, esp if we talk about building citation.

    Googles fairly good with local listings. Just keep the site updated and do all the google listing. Make sure to use local keywords on the site.

    I'm in a similar situation. I have just started a site a month ago (still has amendments to do).

    I'm trying to rank for guitar lessons in Sheffield -here's my site

    I did get from the 5th page to high up on the second page pretty quickly.

    I have tried to list with all local directories - Google business - bing business, yell, yelp etc...

    Then try and get some good backlinks!

    Get backlinking!

    I'm trying to get a site to the first page now. It's only been live a month or so and I'm nearly there. Could do with a bit of a better site structure though!

    Blogs are good for sure. But your friend needs to get some backlinks from local directories. Looks like there is not a lof competition.

    Keep getting backlinks from local directories and keep adding content to your blog. Make sure your onpage optimization is also good.
