You have to get in touch with bloggers and ask them that you want to submit a guest post on their blog. Make sure you are abide with bloggers article requirements. Don't flood their inbox with too many requests.

Now the more important part is to be sure that the site you select is in fact indexed in Google. You also need to know both the quality and quantity of visitors to the site you select.

Actually, I had this same question numerous times by various audiences and realized that many people are posting and commenting their harts out on sites not even indexed in google yet. That completely defeats the purpose in the first place.
