Is Panda the low quality content penalty? if so how do you fix that?

I have never had a manual penalty in my webmaster tools, so im guessing my site ranking dropped years ago from either crappy backlinks from random spammers on the net linking to my site from irrelevant spam sites or my content was not up to par.

I had a website in Google news years ago, my website was young not many links according to someone I asked he told me that is probably what hurt me, he said since I was a new website most of those spammers from other countries looked to Google news to copy and paste and link to your website, when the google algo penalties came about around 2011-2012 your site suffered because you had little authoritative back links from high quality sites linking to you and mostly spammers.

I was also told that the other penalty is quality, so would I have to go all the way back 1000 plus articles and edit each one?

Could I start new and just delete all the low quality or what to fix it? that seems like a lot of work

I used the disavow tool to block some spammy sites a week ago who were linking to me but it didn't do much.

    Sounds like you need some quality links. Google ignores most spammy links these days unless there are too many of them and you are getting flagged.

      Not really.

      I've tested some extremely spammy backlink pages and my test pages ranked. Granted I would never use a spammy link source for anything I cared about.

    You should delete all poor quality links go, start rewriting the new content, the quality, the share up the social network to increase the trust for your website, not SEO, when reaching certain trust levels you go SEO

      I have a twitter and facebook and recieve ZERO traffic from them, I use that plug in that auto posts when I put up a new article.

      I miss having an active blog, I used to get tons of traffic and enjoyed reading the comments.

      Getting back links is tough as hell especially do follow, It sucks I miss the old days when all you had to do was start up a wordpres and type of quality content and get traffic. Those stupid made for adsense spammers created this monster and everyone else suffers for it

    In your question title you have asked about google panda algorithm and in your description you have described your doubt regards link.
    Google Panda algorithm evaluates the sites on the basis of content. Your content on website must be unique, grammatically correct & updated.
