If you are getting it from a relevant niche then its good for your website, but getting links from unauthoritative and irrelevant websites considered as spam.

Contextual links from a good authority domain (DA/PA) and with relevant content to yours will always work best. Even if a linking page has moderate DA/PA it's still OK proving the other factors are in place. It does not matter if you reciprocate a link.

As long as it's not excessive and you don't build campaigns around that, it's fine to get those links. Aim for high authority in your niche and it should be alright.
