In order to rank your site for your targeted keywords, you must first optimize the site (on page) for those keywords. Then, you should add fresh content frequently (articles that are related to your keywords and niche). Once you've properly optimized your site, you need to start creating backlinks to your homepage and inner pages. The backlinks should be dofollow, on sites with a high DA (domain authority), and contextual (surrounded by text related to your keywords and niche).
