SEO On Brand Pages/Cat Pages With Less Than 4% CTR

Hi guys. We are currently in the stages of turning the business on its head and solely focusing on the digital marketing and SEO side of the website. Recently, I have been working on the pages with less than 4% CTR by editing text in meta titles, meta descriptions and text on the page itself and then re crawling via Google Analytics. Most of my work has been a success, with big increases in CTR. However, there are a few pages that are becoming frustrating with either no change or a decrease in CTR. One example is a brand page from our plant machinery section. It is becoming more of a stress. I would add a link to the page for you to view but I don't want this first post disapproved. Thanks.
