I'm starting to study Seo, I have some projects but I need to get to the top of google, my question is, what better way to do SEO, do everything manually or buy specific programs?

Do not go with specific programs... I recommend you to go with organic SEO.

Read online articles related to SEO & There are many news related sties like Search Engine Land & Search Engine Roundtable those will help you to learn & do SEO

You can use tools to help you with SEO but not tools that will manipulate search engines. Most of the time you'll be doing it manually.

Google always likes natural way.We should create backlinks or something else by maintaining a periodical routine.For example, You got a holiday that's why you created a lot of backlinks.This is not Good SEO practice.
In 2017 Google has become much clever.It can track your every activity, specifically when you newcomer.
Backlinks buying or link exchanging is a part of Blackhat SEO.It could take your site to Manual Action Penalty.
