Search engines and pages created 'on-the-fly'

Got zero response on SEOChat so hoping for better here!

I am completely puzzled how some websites pop up high in SE rankings (eg Google) when a specific geographical place is searched for a particular product.

I am familiar with creating a web-page using PHP to read URL data, but always understood that SEs did NOT pass search terms to outside servers.

An example - I search for 'Electricity inspection in Ashley' (a small, relatively insignificant village in Hampshire - sorry inhabitants....) and a particular Electrical installation and testing company pop up No 1 on the list with the village in the title, keywords and content.

OK, the webpage production itself is not 'magic', but how does Google 'find' the page if it is only going to be created when called? A friend suggested the company must have pages on the server fo ALL small villages in the south of England???!

I'll not name the company here, but it is also of note that from another search they appear to have 'cornered the market' in associated electrical domains!

How DO they do that?? Basically, I'm jealous!
