These days , because of some reason,i change the name of my sites'URL,like the
www.a.com change to www.b.com.

And then i check the rank:site:www.a.com,there is 3000 results
but,site:www.a.com,there is 30 results.
Does google recognized www.b.com as a new site?

Yes when you change your site's URL google will recognize your new URL as new site, hence the result also changes. You may also rank well for the new URL, but it will be only temporary.

Google does not care what your domain name is - it has ZERO affect on your rankings. The site with the best backlinks, optimization and positive user experience signals (which often is the result of good content) will rank higher than the one that does not have as good backlinks, optimization and positive user experience signals. Period!

If you are asking what happens if you change to a new URL, it all depends whether you 301 redirect all of the old site's URLs to the new site's URLs. If you don't, it's the same as setting up a brand new website and all of your past work (and backlinks) are gone.
