What link building strategy is working for you in the second half of 2017?

There was a time when every Link was a Link. Fast forward to 2017, I follow this strategy. Please add your thoughts.
Tier 1 Links:
--------------
1. PBN, PBN, PBN all the way [50% links]
2. Guest posts
3. Well managed social media presence
4. Youtube videos work good for me
5. Web 2.0 property (Not those 1 page orphan pages, rather mini money site built on web 2.0)

Tier 2 Links:
--------------
Bulk Links using RankerX (I don't touch PBN Links in tier 2)

Tier 3 Links:

Google Indexer Services

    Social Bookmarking
    Social Profile Creations
    Business Listing
    Micro Blog Submission

    Tier 2 link Building that is Article and Blog posting.

    Quality and relevancy of links matter a lot these days.... also do it very slowly....... fast link building will lead to penalization and you have to start from where you were before you started link building....

    Forum links are also very valuable, if they are dofollow on authority and relevant forums.....
