    I don't think they will delay the indexation of backlinks, but if the sites that are linking are poor quality, as you seem to suggest, this may harm your ranking anyway and might be worth asking google webmaster for a link removal.

    Yeah, if your website onpage is poor it will take time to index and if your site really good in on page seo it will indexed 24 hours as your trust score & quality basis.

    I don't think google take time to index backlinks if the on page is bad or not good.

    Google bot don't visit pages too often which are not updating regularly. So there may be a delay, but still, you can ping google and use other ping services to make this faster.
