Pages not Ranking

Hello all,

I am really confused. I have a local company. Other than my home page I have specific landing pages for the cities around my office. There are 10 of them. Most of these pages rank in the top 10 for target keywords with no backlinks on the page.

I have two pages for cities that are very close to my office, within 5-7 miles. I show up on the local 3 pack in both cities with my address and home page url. However, I have city pages for these locations with some backlinks pointed to the pages. Using ahrefs, the UR and backlinks should put those pages at the top of the serps. However, the pages don't show up in the serps at all. I can't seem to figure out why. I have webmaster tools and there is no penalty.

My home page is ranking in the top 10 for these same search terms, but it is behind some super weak pages because I really can't optimize it for both properly.

    Is your content unique on those pages? Do you have proper internal linking from your main page to those pages (I mean except navigation ones). Is your content optimized properly on those pages?

    You can submitted your website to Google Search Console, and other Search Engines.
    2. Please check your robots.txt to allow for Search engine's Spiders.

    You need to update on-page SEO in your website again to make sure all Meta Title & Description, Webpage content are unique.

    Check your "robots.txt" file and also errors in "webmaster" (if any fix them). Both are stopping in getting ranking for your website.

    How do you say that your website is behind from some super weak pages in SERPs? Because it only means that those site pages are better than yours. Do you know that the top 10 websites in SERP are usually established and engaged with the users regularly.

    After more research, google is using my homepage for those keywords and basically does not show those internal pages that are actually optimized for those terms.

    Looking at the tips serps, I should easily be #1 if those pages were showing up. The URL, title and copy are optimized pretty similar to the top pages, however, I have more backlinks and using Ahrefs my UR is higher.
