Questionable Backlinks - Do They Still Work?

There is much discussion about cheaply paying to have backlinks created to boost website rankings. The general consensus is that this does not work as Google will penalise you accordingly. We are taught that content is king.

I am trying to boost the rankings of a site where the relevant keyword phrase is 880 searches per month. The two top ranked sites have been in this position for a few years. When using a SEO tool it shows that the number of backlinks they each possess are miles ahead of position number three and another other site in the top 20.

After digging deeper I can see that each of these backlinks belong to dodgy websites, some with articles not even related to the keyword phrase except that the keyword phrase is listed on each of these pages. I did find a couple of close articles but the spelling and grammar were terrible, obviously quickly written by non-English freelancers.

To be honest I am not even sure that the owners of these two top ranking sites know the structure behind their success. But the question remains, despite Pandas and Penguins etc. does cheap, shoddy multi-spamming backlinks still work? In my experience it is still thriving even though we are told otherwise.

Would be interested to see if others still see examples of this or is my situation very rare?

No they don't work. Although if you have good links in your link profile then you can rank almost any content despite of the different algo updates.
