Does Google count links back and forth between sites for ranking purposes?

Hi,
We have a local directory - where to eat/stay/play where we have links to the company's website.
I was thinking if they all link back to me (as featured on ilovenorthdevon.co.uk etc) would this give me lots of good backlinks or would Google not count the links between us?
I remember reading about this, but nothing came up in my Google search and wondered what the situation was now
