Can you give idea about local SEO charges in market for E-commerce website (niche=Cosmetic)
1: Total keyword =10 (all keyword high competition) Cost=?
1: Total keyword =10 (medium and high competition) Cost=?
1: Total keyword =8 (all keyword Mix comparison) Cost=?

    That's almost impossible to know without knowing more info.
    What kind of competition is out there locally?
    What's the search volume?
    Did they have any SEO previously done?
    These are just some of the things you have to consider when giving a price.

    What else you can do to help you with determining the price is to do a simple calculation based on search volume and adwords ppc.

    It would go something like this: keyword search volume * keyword cpc * 0.3

    The 0.3 is 30% which is the estimated volume of clicks that no.1 organically ranked website gets out of the entire search volume.

    With all that info combined, you might be able to give them more precise price for your services
