If it is a manual penalty, you will be notified in Google's Search Console.

If it is an algorithmic penalty, there is no way to know for sure.

Sign up for Google Webmaster tools and check what is wrong. It will inform you and help you to fix any problems. While you're at it you might as well do the same with Bing Webmaster tools.

Simply type our brand keyword in Google search and see if the site appears. If it is there, site is fine. Now check keywords, if you lost too many positions for a KW, it might be because that particular page has been penalized. Also check your spam score at moz.com/researchtools/ose/

To overcome this, revist the links that you submitted in recent past for that particular page and request them to remove your links. Clear the mess and you are almost there.

In future, make sure to always get backlinks from prominent domains.

The first step to make before even starting to optimize your website for Google is to check if your domain is under a penalty. A website that is penalized by Google cannot achieve good rankings so your priority is to find out which algorithmic changes are affecting your web property and create a recovery plan.

When your website doesn't rank at all by searching your brand name, domain name & keywords, than it goes penalized by Google.

This isn't true. You can show up for your brand name and still be under a penalty. Penalties do not always impact the entire site.

No such thing as an algorithmic penalty, as an ex-google employee told me recently.

Either it's a manual penalty or just part of the algorithm.

If a site is affected by Panda or Penguin, for example, in the SEO community that is referred to as an algorithmic penalty.

I agree - it is referred to in that respect, but IMHO it's wrong terminology and confusing.

If your site receives a manual penalty, you need to 'fix' something to get back to where you should be so that the penalty can be removed.

If there is a panda update and your site plummets, it's not a penalty, just an algorithm change and you need to work on adapting/adding/improving the site to regain rankings.

There could be a 'penguin' update and you lose half your rankings, but again - if no warning site in GSC, there is no penalty - you just lost the value in existing links.

I know that you know all this Mike, just some of the newbies are very confused by the term 'algorithmic update' and think their site has done something wrong, when in fact the site is just not good enough anymore.

Generally manual penalties are informed by the Google within Your Google Search Console. If you did not receive any penalty message in your GSC, It is likely that your website has been hit by Google's algorithm updates and it's really hard to find out as you don't receive message from Google.
Try to analyze the backlinks from websites that are violating Google's guidelines. After an analysis, you will have to remove them. You can easily check if a website is de-indexed from Google by doing a simple search like: "site:mywebsite.com." Try to overcome the issues like duplicate content, spammy comments and forum profiles, websites with thin content, hidden text and links from gambling or adult websites.

I would suggest you check out the tool posinfo1 suggested for you. Check it out and let's know if it answers your inquiry. I think he suggested a link for you in his reply. Why not check the link out first in case it might solve your issue.

The best way to avoid Google penalties is to practice white hat, rather than black hat, SEO tactics. Black hat SEO tactics include things like stuffing pages with keywords rather than quality content, creating duplicate content, featuring irrelevant or poor links, and over linking with direct keywords. If an SEO tactic doesn't have user experience in mind, it's likely a black hat practice, and Google will take notice. Additionally, your site could also be penalized for things like overlooked 404 redirect pages, an outdated XML sitemap, and an overuse of anchor text.
